Plot Summary: During a presidential meeting, everyone is distracted. Frank draws a bull on his notepad and says there are two kinds of vice presidents in the world: doormats and bullfighters. It's clear which one Frank is. Tensions between Frank and Raymond escalate alongside worsening relations with China. The topic of China is never mentioned during the entire meeting. Frank plans to freeze assets to convince the president. Welfare reform proposes raising the retirement age to 67. Hector and Frank negotiate behind the scenes, each trying to sway their party. Frank offers to avoid budget freezes in return, with Curtis Hayes being a key figure as he controls one-third of the party. Rachel works for the National Gun Education Center via voice broadcasts. She desperately tries to contact her mother but is constantly watched. Unable to continue, she cuts off contact and waits for another chance. Her isolated life causes unbearable emotional pain, leaving her hopeless and emotionally drained. Lucas never stops searching for evidence that proves Zoe’s murder. At this moment, Lucas’s computer is hacked, and a secret email invites him to meet. He seeks help from friends to uncover evidence linking Frank to Zoe’s death, but all refuse—fearing disruption to their lives or trouble. Lucas faces repeated rejection. In the Senate, Frank’s battle against the Republicans officially begins. He uses every possible channel to secure victory. Ultimately, at the last minute, he secures enough votes—but Curtis calls all his allies away from Congress. The quorum isn’t met, but Frank doesn’t lose. Instead, mandatory attendance orders are issued for absent members. Thus, despite the lack of physical presence, Frank achieves a decisive, strategic victory.
