Plot Summary: The Judiciary Committee charges the President with not only using hallucinogenic drugs but also wielding command during the U.S.-China standoff, directing witnesses, and intentionally obstructing law enforcement. Former Chief of Staff Linda defends the President, revealing her resignation stemmed from substantive disagreements with Frank, putting Frank in trouble. To repay Linda, the President reinstates her to speak with Raymond. Jackie tries to persuade Donald to cooperate, only to be surprised when Donald immediately agrees—just one sentence: "Work with me—I'm not Frank!" And true to his word, he delivers the stimulus plan, leaving Donald highly satisfied. Megan is on the verge of a mental breakdown, constantly taking psychiatric medication. Claire is deeply concerned. Once, Megan called Claire, believing she had implicated the general, and her life was completely destroyed. Claire tells her she never used her—only political shifts forced her hand—but it's too late. Claire feels deep guilt and apologizes to the First Lady for encouraging them to seek counseling. Though the First Lady, Theresa, doesn’t blame her, Claire still breaks down in tears from guilt. Claire has done everything she could, but Frank fails to extend a hand of goodwill to the President—leaving Claire deeply disappointed and angry. The Cyber Terrorism Division offers to bring Gavin on board and erase all criminal records, but Gavin refuses unless he can meet Stan first. Frank pulls out his father’s precious 1970s-era printer, writes a heartfelt letter expressing his desire to become President, though he never imagined acting during his term. Since becoming Vice President, he has worked tirelessly to earn the President’s trust and won’t lose it. Attached is a signed confession from Frank, telling the President he’s ready to take full blame at any time. The President says the only way to believe Frank is through a vote of confidence. Unexpectedly, Raymond admits guilt publicly and confirms the President knew. Public outrage against the President grows louder. With overwhelming support, the hearing skips the defense phase and goes straight to voting. Unable to resist, Walker delivers a resignation speech and appoints Frank as the 46th President. After years of scheming, Frank finally gets what he wants... Rachel suffers immensely; Frank wins by cunning. At a presidential meeting, everyone is distracted. Frank draws a bull in his notebook and says there are two kinds of Vice Presidents: victims and bullfighters. Clearly, Frank is the latter. Tensions between Frank and Raymond escalate alongside worsening relations with China. No mention of China is made during the meeting. Frank plans to freeze assets to pressure the President. Welfare reform proposes raising the retirement age to 67. Hecter and Frank trade favors, each lobbying their respective parties. Frank promises to avoid budget freezes in return, with Curtis Hayes being pivotal—he controls one-third of the party. Rachel works in voice broadcasts at the National Gun Education Center. She desperately tries to contact her mother but is under constant surveillance. Unable to act, she cuts contact and waits for another chance. Her isolated life brings unbearable pain, leaving her hopeless and emotionally dead. Lucas never stops seeking evidence behind Zoe’s murder. His computer is hacked, and a secret email invites him to meet. Lucas tries to enlist friends to help uncover evidence implicating Frank in Zoe’s death, but friends refuse due to fear of disrupting their lives or attracting trouble—leaving Lucas frustrated. In the Senate, Frank’s battle against the Republicans officially begins. He uses every possible channel to secure victory. Against all odds, he secures enough votes at the last moment—but Curtis calls all his allies away from Congress. The quorum isn’t met, but this doesn’t mean defeat. Instead, mandatory attendance is enforced for absent members. Thus, Frank achieves a decisive, silent victory.
