Plot Summary: Francis Underwood (Frank), a shrewd, ruthless, and ambitious U.S. Congressman and Majority Whip in the House of Representatives, is married to Claire, a beautiful and intelligent woman who prioritizes her husband's career. At the 2013 New Year's Eve gala, President-elect Garrett Walker and Vice President Jim Matthews are the center of attention. Frank views them as tools for his advancement and holds no regard for Walker's chief of staff, Linda Vasquez. Having served in Congress for 22 years, Frank sees himself as a plumber clearing sewage—someone indispensable behind the scenes. He expected to be appointed Secretary of State after Walker’s election, but Walker breaks his promise. Frustrated, Frank decides to sabotage the incoming Secretary of State, Michael Cohen, and selects Katherine Durant as his replacement. Rookie reporter Zoe Barnes actively flirts with Frank to uncover insider secrets, leaving a strong impression on him. Additionally, Congressman Peter Russo is caught soliciting prostitution, using drugs, and driving under the influence. Frank instructs his assistant to handle the situation discreetly, and from then on, Russo becomes completely obedient to Frank. Frank fails to block an extreme-left education reform proposal, which is leaked by the young reporter Zoe Barnes, creating public pressure on President Walker.
