Plot Summary: The nationwide teacher strike has lasted for three weeks, and the president leans toward compromise by dropping the performance evaluation amendment. Frank demands one week to resolve it. Early in the morning, the Carrington residence is attacked with bricks; bodyguard Meechum misses the fleeing assailant. Frank instructs Zoe to write an article accusing the teachers' union, but Marty ignores it. After over a month sober, Peter believes he's ready to run for governor of Pennsylvania. Frank decides to help him by having Carrington develop a river project in Peter’s district to boost employment. Carrington agrees but requests that Frank resolve the issue of water filters being blocked by customs. Frank intensifies pressure by organizing parent groups opposed to the strike to throw foam bricks at Marty, who then agrees to a televised debate with Frank. Frank attempts to gain sympathy by involving his wife, but Marty turns the tables. Frank convinces the committee chair to approve Peter as a candidate, rejecting bodyguard Meechum’s plea for mercy. Frank arranges for Peter to attend a recovery meeting for alcoholics. Meanwhile, Carrington advances the river redevelopment project. A boy's death provides Frank with a turning point—he falsely accuses Marty of attacking him. Marty loses control and strikes Frank, forcing him to end the strike to avoid prosecution. Francis Underwood (Frank) is a shrewd, ruthless U.S. Congressman and House Majority Whip. His wife, Claire, is beautiful and intelligent, dedicated to her husband's political career. At the 2013 New Year’s Eve gala, President-elect Garrett Walker and Vice President Jim Matthews are the center of attention. Frank sees them as tools for advancement and dismisses Walker’s chief of staff, Linda Vasquez. Having served in Congress for 22 years, Frank views himself as a plumber clearing sewage—expecting to be appointed Secretary of State after Walker’s election, but Walker breaks his promise. Frustrated, Frank decides to target the incoming Secretary of State, Michael Cohen, and selects Katherine Durant as his replacement. Rookie journalist Zoe Barnes actively pursues insider information by seducing Frank, leaving a strong impression on him. Additionally, Congressman Peter Russo is caught soliciting prostitution, drug use, and drunk driving. Frank instructs his assistant to handle the situation, after which Russo becomes completely subservient. Frank fails to stop the radical education reform bill, which is leaked by young reporter Zoe Barnes, putting public pressure on President Walker.
