Plot Summary: After Peter ruins his campaign and vanishes, Frank discusses alternatives with Vice President Matthews, suggesting Matthews run for Governor of Pennsylvania. Influenced by Frank, Matthews decides to give up his vice presidency to run. President Garrett is torn by fear of misunderstanding, while Linda senses Frank has ulterior motives. Christina finds the despondent Peter, but he is emotionally broken and escapes reality through alcohol. Frank seeks to eliminate Zoe as a threat, invites her to his home, and proposes simplifying their relationship to just professional contact. To convince the president, Frank reveals his ambition to become vice president, prompting Linda to ally with him. Carl and Adam enjoy freedom, yet yearn for political power, deciding to return to Frank. Peter turns himself in for drunk driving; Frank picks him up, but during the ride, Peter insists on writing a statement taking responsibility. Frank suddenly considers killing him and leaves Peter in the garage, resulting in his death. With Linda’s efforts, Garrett agrees to Matthews’ candidacy, who pretends reluctance before accepting. In the morning, Carl receives a message from Frank about Peter’s death and chooses to return to Frank. Francis Underwood (Frank), a shrewd, ruthless U.S. Congressman and House Majority Whip, is married to Claire, a beautiful and intelligent woman who prioritizes her husband’s career. At the 2013 New Year’s Eve gala, President-elect Garrett Walker and Vice President Jim Matthews are the center of attention. Frank views them as tools for advancement, dismissing Garrett’s chief of staff, Linda Vasquez. Having served in Congress for 22 years, Frank sees himself as a plumber clearing sewage, expecting to be appointed Secretary of State after Garrett’s election—only to be betrayed. Frustrated, Frank decides to target the incoming Secretary of State, Michael Cohen, and selects Catherine Durant as his replacement. Rookie reporter Zoe Barnes, eager for insider information, seduces Frank, leaving a strong impression. Additionally, Congressman Peter Russo is arrested for prostitution, drug use, and drunk driving; Frank instructs his aide to handle it discreetly, after which Russo becomes completely subservient to Frank. Frank fails to stop an extreme-left education reform proposal, which is leaked by young journalist Zoe Barnes, creating public pressure on Garrett.
