Plot Summary:After Zoe resigns, she receives multiple media invitations and, following Frank's advice, becomes a freelance writer for Headline News. Frank spends the night at Zoe's house, and Calvert shows no concern; the newspaper editor Tom is forced to resign due to vulgar language. Teacher union representative Marty discovers Frank failed to uphold his promise to compromise on performance evaluations and plans to organize a strike protest. The Democratic National Committee discusses gubernatorial elections; Frank wants to run Peter Russell—a man with a troubled past—for governor of Pennsylvania, using his redemption as a campaign narrative, but Peter feels humiliated by the closure of the shipyard in front of his community. Calvert organizes a charity auction, but revenue falls short of Sanko Corporation's donation; Marty uses the union to get the hotel to cancel the booking. Calvert moves the auction to an open space outside the hotel, and Marty organizes a protest. However, Frank and his wife distribute food and drinks to the protesters, turning the demonstration into a media joke. Zoe gains attention with her article titled 'Flush Out the Union.' After the auction, Frank tells Peter he had intended to support his candidacy for Pennsylvania governor, encourages him to pull himself together, and gives him one month to quit drinking.
