Plot Summary:Frank and Linda draft a list of vice-presidential candidates, but President Garrett is dissatisfied with all of them. He then nominates Raymond Tusk, a billionaire with no political experience. Though disappointed, Frank supports him wholeheartedly. To persuade Tusk to accept the position, Garrett seeks someone to lobby him—Frank volunteers. Jenning investigates Peter Russo’s situation and suspects that powerful Frank is behind it. Frank instructs Doug to monitor Jenning’s movements. Carlisle works closely with Sanco, but Gillian refuses to allow filming of the 'Well of the World' project. Zoe suspects Ummack may have pressured Peter, but Jenning is convinced the mastermind is Frank, leading Zoe to begin doubting Frank's true intentions. At Tusk's estate, Frank realizes he has been deceived. Tusk confirms Frank's suspicions and reveals that he was the one who recommended Frank lose his Secretary of State position. Now, Tusk offers to recommend Frank for Vice President—but on his own terms. Unwilling to be controlled, Frank decides to return to Washington. Zoe finds Aiko, who can prove the editorial was not written by Cohen, but refuses to go public. Carlisle and Gillian argue fiercely over the 'Well of the World' project, and Carlisle decides to put Gillian on leave. After consulting with Linda, Frank plans to take the initiative, making Tusk believe his assets are under threat.
