Plot Summary: President Garrett signs the education reform bill into law, but Vice President Jim Matthews is not happy—he feels sidelined. The passage of the bill strengthens President Garrett’s favor toward Frank, and Matthews resents Frank for choosing Peter Russell to run for governor in his home state without consulting him. Frank feigns ignorance and suggests Matthews promote Peter, but Matthews refuses. Doug receives a letter from Rachel, a former prostitute who was imprisoned with Peter; she's in trouble and needs more money. Doug recognizes she's desperate and temporarily shelters her with a colleague. Zoe, having not seen Frank in weeks, arranges a meeting. Frank informs her that Peter will succeed Matthews as Governor of Pennsylvania and asks her to write favorable coverage of Peter. Zoe encourages her struggling colleague, Jenning, to switch jobs at Headline News. Peter must disclose past misconduct before running, initially considering dropping out, but Frank convinces Christina to become deputy campaign manager, reigniting Peter's enthusiasm. Carlisle’s river bill gains support from most district representatives. Under presidential intervention, Matthews agrees not to interfere in the campaign. Jenning interviews Peter, who avoids addressing key issues. Lucas confesses his feelings to Zoe, who rejects him. Frank observes this and probes Zoe, who denies having other lovers, but Frank suspects she’s hiding something.
