Plot Summary: Frank focuses all his energy on the bridge proposal—a deal with Feng De Shan—but progress is stalled. He pushes relentlessly to force the President's approval. Jackie recruits Remy to help her win at the meeting, but Remy refuses. She tries to use Remy’s feelings for her, but he remains unmoved. The President questions why Frank is so fixated on the bridge. Frank reveals secret diplomatic talks with China, arguing that halting dialogue would mean losing control—both professionally and personally. Using friendship as leverage, Frank unsettles the President. The President’s wife, Teresa, grows increasingly estranged, feeling he doesn’t value her at all—even two minutes are too much to spare. This frustrates the President, but Frank sees it as an advantage. Frank uses his fundraising dinner speech as a smokescreen to secretly meet Daniel, only to find Raymond already there. It becomes clear Daniel has been bought by Raymond over issues concerning the tribe and the bridge. They part in anger, and the bridge project teeters on collapse. Chief of Staff Linda secretly cancels Frank’s scheduled meeting with the President, believing she shouldn’t be excluded and that the bridge issue is being overemphasized. Meanwhile, Remy discovers Seth has been working for Frank and must eliminate this pawn. Linda submits her resignation—she wanted to influence the President’s mind but was sidelined, and her presence blocked Frank’s path, making her removal necessary. Megan prepares to expose the general but freezes up under pressure. Claire steps in to comfort her and urges her to stand strong, but Megan ultimately retreats. To make matters worse, a scandal involving Claire erupts. Remy and Jackie are in a relationship, but political manipulation taints it—this romance is built on deception and chaos. Before leaving, Linda tells Frank that the President treats him like a friend, forcing Frank to reflect. For once, he begrudgingly respects Linda—she lost, but fought fiercely. Rachel suffers deeply, while Frank secures a clever victory. At the presidential meeting, everyone is distracted. Frank draws a bull in his notebook and says there are two kinds of Vice Presidents: doormats and bullfighters. Clearly, Frank is the latter. Tensions between Frank and Raymond escalate into deteriorating relations with China. The Chinese issue isn’t addressed during the session. Frank plans to freeze assets to persuade the President. On welfare reform—raising the retirement age to 67—Hector and Frank negotiate, each lobbying their party. Frank promises to avoid budget freezes in return, with Curtis Hayes being pivotal due to controlling one-third of the party. Rachel works as a voice broadcaster at the National Gun Education Center. She desperately tries to contact her mother but is constantly watched, forcing her to cut ties and wait for another chance. Isolated from the world, she feels profound despair and loses hope for the future. Lucas never stops seeking evidence behind Zoe’s murder. His computer is hacked, and a mysterious email invites him to meet. He reaches out to friends for help uncovering Frank’s possible involvement in Zoe’s death, but they all refuse—afraid of disrupting their lives or attracting trouble. Rejected again and again, Lucas feels defeated. In the Senate, Frank’s battle against Republicans begins in earnest. He exploits every channel to secure victory. Finally, at the last moment, he gains enough votes—but Curtis calls all his allies away. The chamber lacks quorum, but this doesn’t mean defeat. Frank triggers mandatory attendance for absent members, securing a decisive, if quiet, victory in the war of attrition.
