Plot Summary: Frank delivers a concise and impactful speech at the 150th anniversary commemoration of the Marine Corps battle. He feels indifferent toward it, believing that winning is only achieved by avoiding unwinnable battles. Claire remains haunted by past events and strives to repair the damage they caused, aiming to rebuild her influence. Seth investigates at Dr. Mabry's home, seeking evidence that he may have performed an abortion for Claire, only to discover a diary written by Mabry himself. The Fengdeshan family holds significant influence within the Communist Party. Frank seeks their support, suspecting Raymond’s involvement in foreign affairs must have deeper motives—perhaps this is an opportunity to loosen his grip on the President. When meeting Fengdeshan, Frank learns the latter wants to sign a contract with Clayton, which Frank uses as leverage. He proposes a bridge deal, but Fengdeshan interrupts to discuss accusing China of currency manipulation at the WTO. Donner passes confidential information about a Chinese businessman closely tied to the committee and secret summit meetings to Ella, offering her a favor so she can break the story first. The negotiation between Frank and Fengdeshan collapses. Forced to prioritize U.S. interests, Frank rejects Fengdeshan’s demands, terminating all deals. The President becomes furious at Raymond and Frank for their refusal to take responsibility and their constant blame-shifting.
