Plot Summary: As Frank attends the funeral of a fallen soldier at Arlington National Cemetery, the Supreme Court hears a case regarding a drone strike that mistakenly injured an American citizen. Deputy Attorney General Dunbar, in her defense, releases classified documents related to the case under presidential authority. The Chief Justice is stunned, having never witnessed such an event in his judicial career. The U.S. government publicly accepts responsibility for the strike, acknowledging the accidental injury but asserting its legality, and agrees to judicial review. Whip Jackie reveals to Frank that the party leadership's preferred presidential candidate is Heather Dunbar, due to her excellent performance in the impeachment trial of former President Walker, as the leadership wants to use her to improve the Democratic Party's unfavorable image. Frank must find a way to prevent Dunbar from running. Frank persuades Dunbar to replace Supreme Court Justice Jacobs, who is showing early signs of dementia. After a brief hesitation, Dunbar gladly agrees. However, an unexpected turn occurs during his meeting with Jacobs; Jacobs, who had previously wished for early retirement, now reverses his request, believing that only work can slow the progression of his illness. Frank will not allow him to disrupt his plans. In a subsequent conversation, Frank implies that if Jacobs does not resign from his position as Justice, he will leak information about his dementia to the public, leading to doubts about Jacobs' past rulings. Jacobs can only concede, stating he will respond after consulting with his family. At the UN Security Council, Carlisle proposes a resolution to deploy neutral UN peacekeeping forces to the Jordan Valley. Russia, in a tit-for-tat move, opposes it. Although only Russia votes against it, due to its status as a permanent member, the resolution is vetoed. This outcome was anticipated by Carlisle. The next step is to bypass the Security Council and persuade ambassadors to vote for the resolution at the General Assembly. Russia is extremely displeased with the U.S. actions and retaliates by arresting Michael Corrigan, an American gay rights activist who has been prominently organizing demonstrations in Russia, potentially facing serious charges. However, Ayla, a reporter from The Telegraph, aggressively presses for details to lift the gag order on the jobs bill, even violating general etiquette by encroaching on other reporters' questioning time. To make matters worse for Frank, before receiving Jacobs' response, he sees news of Dunbar announcing her candidacy for the 2016 presidential election. According to U.S. law, Dunbar must resign from her current position to run for president, but Frank does not want to accept it and still urges Dunbar to reconsider. Before Frank could finish, Dunbar informs him that she has a good personal relationship with Jacobs and was already aware of his illness. But when Jacobs told her about Frank's threat, Dunbar decided to run for president, using legal means to clear political corruption. Gavin uses national surveillance cameras to track Rachel's whereabouts, but due to the vast scope, the search is like looking for a needle in a haystack. To narrow the search, Gavin needs more information about Rachel. He then decides to approach Rachel's girlfriend, Lisa, to see if she mentioned any specific places. Gavin, under the alias Max, attends a support group that Lisa frequently attends. After striking up a conversation with Lisa, Gavin falsely claims his girlfriend left him. Lisa, also sad after Rachel's departure, empathizes with Max. Doug, who has not been utilized by Frank, wants to join Dunbar's campaign team. Doug's years of work experience and network among congressmen are his greatest assets. However, Dunbar is concerned he might be working for Frank, and thus hesitates.
