Plot Summary: Frank's worst fears come true as a hurricane, exactly as predicted by FEMA, rapidly forms in the ocean and heads towards the U.S. East Coast. If this hurricane causes massive casualties and property damage to the U.S. and the government lacks the financial resources for prevention, rescue, and disaster relief, Frank's administration will face an unprecedented crisis of trust. Resistance to the Jobs Act is currently spreading within the cabinet and Congress. Frank meets with the new Senate Majority Leader Henry Mitchell and Minority Leader Birch; former Majority Leader Mendoza was forced to step down due to concealed income. To Frank's surprise, Congress has already prepared to hold an emergency meeting to allocate tens of billions of dollars for disaster relief, exceeding Frank's expectations. However, Congress's condition is that Frank must sign and implement the Emergency Act, ensuring that funds from FEMA and other agencies cannot be diverted for other purposes. This would effectively kill the Jobs Act in its infancy. Frank, having anticipated this, presents both leaders with previously compiled media reports on successful cases of the Jobs Act, hoping Congress can see a brighter future from these positive outcomes. But Henry and Birch remain firm, stating that even without the President's signature, Congress will forcibly implement the Emergency Act. Frank returns to his office in a frustrated mood, and news from East Coast governors recommending the President sign the act only adds fuel to the fire. At this point, Frank sees that the protagonist of one of the successful employment cases collected is Freddy, his familiar former BBQ restaurant owner, who went bankrupt due to getting caught in Frank's political struggles. During a cabinet meeting, someone cautiously suggests that Frank could consider directly signing the Emergency Act. When Frank asks for others' opinions, no one dares to speak up. Frank can only concede, requesting the cabinet to submit a draft proposal for responding to the hurricane, stating that if there's no better solution, he will sign the act. Dunbar is still campaigning for her election. Her excessive reliance on Doug is somewhat dissatisfying to campaign manager Cynthia. Doug suggests Dunbar meet with Jackie privately to jointly announce a suspension of all campaign activities during the hurricane, dedicating all efforts to disaster relief. Under Dunbar's repeated persuasion, Jackie agrees to this suggestion. After confirming that the two would suspend their campaigns, Doug calls Seth, asking him to relay this news to Frank. Late at night, Frank is still frantically arranging the disaster relief plan submitted by the cabinet. With Carlyle's help, Frank understands the cabinet's true intentions. As the hurricane draws nearer, Frank feels increasing pressure, even contemplating signing the Emergency Act. Seeing her husband so stressed, Carlyle considers canceling the peacekeeping force's departure ceremony. But Frank insists on attending, needing to use this hard-won victory to boost his morale. Seth does not directly relay Doug's message but tells Remy, concealing the source. When Remy tells Frank, Frank gets furious at Remy for not promptly discovering Dunbar and Jackie's meeting. Remy grows increasingly resentful of Frank's authoritarian style and argues with him. But Frank also knows he can't do without Remy now, as Remy and Seth are the only ones truly working for him. Jackie is surprised to hear on the phone that Frank already knows about her meeting with Dunbar. However, Jackie doesn't follow Frank's instructions and still decides to suspend her campaign during the hurricane, instead persuading Frank to sign the Emergency Act. This further enrages Frank. Frank sits dejectedly on the sofa. Fortunately, Carlyle brings good news: Russia will unconditionally participate in the UN peacekeeping force stationed in the Jordan Valley. This offers some solace. As fate would have it, the hurricane suddenly turns towards Bermuda before making landfall, only brushing the U.S. East Coast peripherally and causing no damage. As others shake hands in celebration, Frank is eager to retract the signed Emergency Act, but it's too late. The Jobs Act, for which Frank worked so hard, is dead. Without the Jobs Act, Frank needs writer Thomas's help even more. To run for the 2016 election, Frank asks Thomas to include more successful Jobs Act case studies in his new book to boost his popularity for the election. Rachel hides her identity, lives alone, working at a supermarket and bar, and buys a new identity with money. Doug travels to Caracas, the capital of Venezuela, finds Gavin, beats him up, and gets Rachel's whereabouts. Claire unwillingly accompanies Frank, campaigning hard in Iowa. That night, while Claire is showering, she suddenly runs out and asks Frank, who is working, to have sex with her. Frank is bewildered. Claire slaps Frank twice and demands he force himself on her. Frank pushes her face down, about to go in (Doggy Style), but Claire flips over and demands he look at her. Frank can't perform, and Claire says, Iguessso. Frank arranges another room for her. Claire returns to Washington, and Frank campaigns alone in Iowa. With one day left until the primary results, Frank and Dunbar's campaigns are neck and neck, with equal approval ratings. Frank hopes she will return to wait for the results together. Claire agrees. Before leaving, Claire finds Thomas, wanting to know what she had confessed before passing out while donating blood. She couldn't remember, and Thomas says she said, Disgust, disgustthatyouneedeachothersomuch. Frank learns that Claire has decided not to come and isn't answering his calls. Doug finds and kidnaps Rachel, drives her to a desolate area, digs a grave, and prepares to kill her. Rachel pleads continuously, and Doug struggles internally. He initially lets her go but ultimately kills her. Iowa caucus results: Frank narrowly wins. Although Dunbar loses the first round, she remains full of fighting spirit. Frank can only deliver a victory speech without Claire, excusing her absence due to illness. Frank returns to Washington to see Claire. After an argument, Frank finally orders Claire to fly with him to New Hampshire tomorrow to face the next round of campaigning. But Claire decides not to go and to leave Frank. The final scene shows Frank watching Claire walk away from him.
