Plot Summary: Aboard Air Force One, Frank and Claire's relationship is strained due to their previous argument. Upon returning to the White House, they silently retreat to their respective bedrooms. Despite being under the same roof, the rift between them is undeniable. Claire directly criticizes Russian President Petrov, an issue that has gained public attention through media reports, leading many to view her as a hero. After a night of reflection, Claire decides to continue pushing for the UN peacekeeping resolution, hoping to compensate for the failure of Frank's troop deployment agreement caused by her own words and actions. The Republican Party plans to introduce an amendment targeting Frank's distortion of the Stafford Act. If the amendment passes, Frank's use of disaster relief funds to finance the employment bill would violate appropriation regulations. Dunbar would certainly publicly support the amendment, while Jackie's influence would be less significant, likely following the majority. Frank also wants to avoid the accusation of appeasing a dictatorial state. Claire realizes that Frank is deliberately targeting her. Claire finally receives intelligence: Israel has provided tens of millions of dollars to Zimbabwe, prompting the African group to propose unreasonable conditions that would sabotage the resolution. Although the Israeli ambassador only acknowledges it as aid and denies sabotaging the resolution, it makes no difference to Claire. Now with Frank's support, the US will provide several times the aid Israel offered, and the African group will withdraw its terms for the resolution. Claire warns Israel, demanding that they must support the peacekeeping resolution during the vote.
