Plot Summary: Dunbar is forced to announce her withdrawal from the race, making Frank the sole Democratic nominee. The nominated Republican candidate, New York Governor William Conway, becomes the next stumbling block in Frank's path. Despite successfully signing a deal with Russia to quell the oil price crisis, Frank remains more than ten points behind William in state polls, and his campaign funds are only half of his opponent's, indicating a dire situation. To win the election and become the officially elected president, Frank and Claire must find an alternative approach. Claire begins to push for gun control legislation, laying the political foundation for becoming Frank's running mate. LeAnn becomes Frank's campaign manager, fighting for the Underwoods, with Claire serving as Vice President. Doug, however, is solely loyal to Frank, seeing himself only as the President's Chief of Staff. While Claire lobbies the National Rifle Association, Frank listens to military briefings in the Oval Office. Secretary of Defense General Brockhart believes that the Caliphate Empire, a terrorist organization active in Syria, must be struck, but Frank wants to use exaggerated rhetoric to obtain permission for domestic internet surveillance. This is LeAnn's proposal: William has Pollyhop, so Frank will use executive power to monitor voters nationwide. If William has a sword, Frank wants a missile. He attempts to disarm William by exposing William's scandal of using Pollyhop to collect voter data. Frank is also paving the way for Claire. He cannot actively nominate Claire as his running mate but must have others recommend her. To achieve this, he must eliminate other potential running mates. Frank first tests current Vice President Donald, knowing that he has no desire to continue working in the White House, as just two weeks as acting president have overwhelmed him. The second step is to ask senior Democrats to recommend a list of running mates and then reject them one by one with reasons. Doug's plan seems to work, as William's partnership with Pollyhop attracts media attention. Although using user search data is a gray area with no clear legal regulation, if the Department of Justice accuses the website of illegal profit, the compensation amount will far exceed the campaign funds raised. William can guess that Frank is behind it. William decides to strike back and gather leverage for himself. He contacts Secretary of Defense General Brockhart, appealing to the General's past dedication to the country, and then uses the General to play a political game. Subsequently, Frank receives General Brockhart's resignation. In the resignation, General Brockhart states his resignation is due to the President's unwillingness to strike the Caliphate Empire. Frank can smell William's involvement; if he accepts the resignation, William's campaign ads will feature a decorated veteran strongly accusing Frank of disregarding national security. Frank relents and agrees to sign the order to strike the Caliphate. This surprises General Brockhart and William, throwing them into disarray. However, LeAnn opposes the strike; if the Caliphate is eliminated, there will be no reason to request domestic surveillance. Frank has his own considerations: with Doug's plan proving effective, the harm of Brockhart's resignation outweighs the potential benefits of domestic surveillance. Failing in his ploy, William has to manage the crisis, responding directly to the Pollyhop incident. He again uses his family as a backdrop to downplay his governorship. Then, as a friend, he introduces Benjamin Grant, the founder of Pollyhop, in a way that makes the public believe he is using the internet with the help of a friend to understand public opinion, rather than stealing private information. This public relations move is indeed brilliant, not only boosting William's popularity but also leading to a significant increase in Pollyhop search volumes. This unexpected situation overturns Frank's previous decision, and he rushes to the Situation Room, ordering the strike to be halted and all warplanes to return. Frank receives a list of recommended running mates from senior party officials. He deliberately brings Claire along to discuss the list with senior members, switching between good cop and bad cop, manipulating others at will.
