Plot Summary: Against a backdrop of narrowing poll differences between the two parties, the Democratic and Republican vice-presidential nominees held their first public debate. The two sides clashed fiercely on television, but a sudden incident interrupted the debate. Terrorists kidnapped a family of three in the United States and demanded to speak with Will. Will, of course, would not miss this opportunity to gain media attention, announcing via phone video his willingness to negotiate with the kidnappers. Afterward, Frank almost ostentatiously welcomed the Conways to the White House. While Claire took care of Hannah, Charlie, and Lily, Frank, in the Oval Office, instructed Will to follow the White House's plan, with the President communicating with the kidnappers. Will fell for Frank's provocation again; the more he demanded to be involved, the tighter the chain binding him to Frank became, until his honor and Frank's honor were one. Will demanded to negotiate with the kidnappers himself, which was exactly what Frank wanted. The kidnappers called, but it was an internet call and could not be traced. Will successfully extended the time demanded by the kidnappers, receiving much positive media coverage, which made him a little overconfident. Frank knew his weakness was his eagerness for the spotlight, forgetting that most of the President's work is unknown to the public. To curb Will's arrogance, Frank decided to play the George Waller card. Due to the kidnapping incident, the FBI decided to bring the Department of Homeland Security and the CIA into the domestic surveillance program to find potential recruits for the Caliphate within the United States. Chief of Staff Doug quickly granted the DHS and CIA corresponding authority. The arrival of the two teams made it difficult for Aidan to maneuver. This was also the result Doug, who had always advocated for canceling election monitoring, desired. Tom finally managed to meet former President Garrett Walker. Two years of reclusive life had aged him considerably. When he learned that Tom's true purpose was to investigate his impeachment, Walker felt resistant due to his loyalty to the Democratic Party. However, the anger of being betrayed by colleagues and wrongly accused never subsided in his heart. Meanwhile, Jackie was also tired of being manipulated; she confessed her affair to her husband and prepared for a divorce. She wanted to be interviewed by Tom and hoped Remy would join her in telling the truth.
