Plot Summary: Claire arrived at the safe house to persuade Yusuf. Claire expressed willingness to help Yusuf regain control of Iraq, not through religion, but through the military. Yusuf's concern was that if his call agreeing to release the hostages was made public, he would become a traitor to the Caliphate. To allay his fears, Claire promised that the US government would not do so and would reach an agreement with the kidnappers in advance. Yusuf thought for a moment and agreed to talk to the kidnappers. Frank personally negotiated with the kidnappers, using Yusuf as leverage. As long as the kidnapped Miller family was released, Frank would allow the kidnappers to talk to Yusuf. The kidnappers finally agreed to release one hostage. George Woller confirmed to the media that Will and Brohart did receive news of the Russia-US plan from the intelligence committee. Will, facing a large group of reporters' microphones and flashlights, felt at a loss for the first time. He could only insist that George Woller distorted the facts and shifted attention to the kidnapping case. Having just dealt with Will, Frank encountered another big problem. Tom Hammerschmidt had obtained testimonies from Jackie, Remy, and Walker, and wrote an article about Frank's manipulation and usurpation of the presidency. Although the only physical evidence was travel records, the testimonies of several important figures were enough to arouse public suspicion and lead to a Department of Justice investigation. Frank decided to talk to Tom in person to deter him from publishing. But Frank underestimated Tom's determination; Tom, who cared nothing for circulation or personal gain, was not afraid of pressure from the president. In the basement of the safe house, Yusuf, dressed in an orange prison uniform, sat in front of a wall, facing the camera and talking to the kidnappers. But at the last moment, Yusuf changed his mind and shouted in Arabic that if he was not released immediately, the hostages would be killed, and if the kidnappers themselves were discovered by the police, the hostages would also be killed. By the time Claire cut off the video, it was too late. The kidnappers also hung up the phone immediately. The FBI action team received orders to launch a raid, and Frank watched the live broadcast in the Situation Room. Unfortunately, they found nothing and no hostages, causing the government to lose face. To make matters worse, The Herald published Tom Hammerschmidt's article on its front page, causing a public outcry. Now, having lost Aidan's public opinion monitoring, even Frank didn't know what to do. Claire felt that the current kidnapping case could be exploited. Frank understood. Since they couldn't win people's hearts, they might as well attack their hearts, using absolute fear to make people submit. Regarding Yusuf's encouragement of terrorist acts, the US government decided to stop negotiations. A few hours later, two kidnappers, Joshua and Zachary, unmasked, live-streamed on major websites, slitting the hostages' throats with knives. All Americans watched this horrific scene. In the White House Situation Room, all staff turned away, unable to look directly at the screen. Only Frank and Claire watched the entire process expressionlessly.
