Plot Summary: As expected, the Senate results were in, and since the House of Representatives failed to elect the next president, Claire smoothly assumed the role of Vice President and acted as President. Witnessed by the Chief Justice, Claire solemnly swore on the Bible. Although Frank was reluctant, he still handed over his personal nuclear codes, and the military delivered the new codes to Claire. William, still serving as governor, was speechless regarding Claire's acting presidency. Of course, he hoped Claire would automatically resign after his victory. However, the Twelfth Amendment of the Constitution left him no choice. Congress was set to vote again next Monday, giving Frank only a weekend to stabilize the situation. While Frank, LeAnn, and Doug discussed strategies, Claire was whispering with White House staff, which annoyed him. It turned out that an American laboratory in Antarctica had been occupied by unknown armed militants, a thorny issue Claire faced on her first day in office. Frank immediately suspected Russian President Petrov of trying to seize Antarctic territory and underground oil resources from the US amidst government chaos. Claire also thought of this and called Petrov directly, accusing him of violating the Antarctic Treaty signed by the US and the USSR. On the call, Petrov neither admitted nor denied, focusing more on his political future. Securing more oil resources would gain him significant votes for re-election. On this issue, Claire dispatched Secretary of State Cathy to Russia for negotiations and simultaneously drafted sanctions against Russia, targeting its oligarch class to pressure Petrov. Cathy was very active in handling this matter, hoping to create political capital for herself to remain in the next administration. But fate had other plans; Claire's firm stance didn't last long. Aidan was kidnapped by terrorists while fleeing overseas, and Doug's mishandling allowed the Russian government to redeem Aidan first. Hours before the sanctions took effect, Petrov called. If Claire didn't want classified information leaked, she would have to acknowledge Russia's de facto control of Antarctica. While the Antarctic dispute was ongoing, the second congressional vote could not be ignored. Frank, having served as House Majority Whip for many years, believed he could control the House and achieve ultimate victory. LeAnn disagreed, citing too many new faces in the House and Frank's diminished influence. Instead of pinning hopes on a re-vote in Congress, she suggested re-voting in Tennessee and Ohio, which might offer a glimmer of hope. Claire agreed with LeAnn, but when convincing Frank, she could tell that he outwardly agreed but inwardly hadn't abandoned his original ideas. William also redoubled his efforts, especially in courting the Congressional Black Caucus led by Umac. However, the CBC seemed uninterested in him, completely dousing his enthusiasm, leading to a loss of composure at a meeting with them. William became increasingly emotional, and after losing CBC support, he not only verbally abused campaign manager Mark but also vented his anger on unrelated individuals. Frank also felt worried. Claire called a meeting in Congress, proposing re-votes in Tennessee and Ohio, which hadn't reached the required valid votes. This unconstitutional procedure was immediately opposed by most members, but when asked who would bear the responsibility if the current voting method led to a stalemate lasting months or even years, the previously opposing members fell silent. It was also at this meeting that Frank felt Claire was no longer under his control and was starting to act on her own ideas. Claire proposed the two-state re-vote bill, and even Hannah could see that Frank and Claire were not confident in the House vote. Mark felt he could make a deal with Frank and Claire: if Frank lost in the two-state vote, Claire should also automatically resign. Expecting Claire not to easily give up her victory, Mark went to the White House prepared for a tough negotiation. Unexpectedly, Claire readily agreed: as long as the re-vote bill passed, she would resign and await the results of the two-state votes. In Claire's view, Broeheart's dragging William down would increase the chances of winning the re-vote, but Frank was not convinced. Mark pushed further, demanding to designate Supreme Court justices, which Claire also gladly accepted. Frank, initially an observer in this negotiation, sat by the side. When he saw Claire and Mark shake hands in agreement, he felt a mix of emotions; he didn't like this feeling.
