Plot Summary： Frank discusses the education reform bill with the teachers' union, but the proposed addition of teacher performance evaluations is opposed by the union. At the same time, a teenage girl in Frank's hometown, Gaffney County, dies after texting while driving and crashing into a water tower. County Mayor Ollin seizes the opportunity to blame Frank and attempt to seize his position. Frank returns home to handle the situation. Meanwhile, Carlisle's water purification organization recruits Gillian Cole for an overseas project, moved by Carlisle's dedication. Zoe gains attention from the newspaper's owner due to her outstanding reporting, and her article is featured on the Sunday front page. To obtain insider information, she again seduces Frank. After failing to negotiate with Ollin, Frank decides to raise funds to install warning signs, build barriers near the water tower, and establish a scholarship. He also enlists a minister to help talk to the girl's parents, ultimately winning their forgiveness. To placate the union, Frank pretends to accept their demands regarding performance evaluations. He also reminds Ollin of his misconduct and the impending demolition of his home; Ollin concedes, and Frank offers to help him win another district election. The newspaper editor clashes with Zoe over her frequent interviews, but encouraged by Frank, she continues pursuing her own path.
