Plot Summary:Speaker Bechetti demands the removal of the collective bargaining clause from the education reform bill or he will not allow it into debate. President Garrett decides to compromise to pass the bill on time. Frank believes this compromise undermines presidential authority and assures the president that the bill will enter debate without changes. Newspaper editor Tom, upset that Zoe continues to give TV interviews, attempts to fire her but fails. Following his employer's directive, he assigns Zoe to replace Janine as the White House correspondent, which Zoe resents. Remy, a representative from Sanco Corporation, tries to make amends for failing to donate to the Karle Water Initiative, but Frank gives him no opportunity. To raise funds, Karle contacts her former lover Adam Garvey to sell artworks. Frank convinces Representative Ummack to support the bill at the expense of Peter's shipyard. Devastated by the closure of the shipyard, Peter drinks heavily while Christina grows tired and leaves. Frank falsely accuses David of plotting to seize the speakership, offering to keep Bechetti in office as a condition, forcing David to accept reality. Zoe refuses the White House reporter position; Tom’s outburst is exposed by Zoe, leading to her resignation. After quitting, she meets Frank for a night together.
