Plot Summary: The watershed bill fails to pass, angering President Garrett, who believes there is division within the Democratic Party and diminished White House influence in Congress. Linda misses the vote due to handling her son's school enrollment, so Frank takes responsibility. Learning that Linda’s son’s admission issue remains unresolved, Frank seeks to gain allies. Zoe provides a clue; Frank discovers his wife Claire orchestrated the opposition votes, leading to a fierce argument between them. Peter Russo threatens Frank to resolve the bill issue or expose the fabricated Cohen op-ed, prompting Frank to take action. Claire visits Zoe’s home, enraged, then heads to New York to meet an old lover. Frank realizes even his wife is turning away from him. Frank approaches Gillian to recommend Linda’s son to the Stanford University dean, then meets with Remy, proposing that Peter support natural gas extraction and that Sanko build a refinery in Philadelphia—Peter eventually agrees. At a dinner, Peter reaches a deal with Remy, then encounters Rachel, who seduces him into drinking heavily. The next day, Peter gives a disastrous radio interview, and Zoe publishes an article exposing him—ending Peter’s political career. Frank’s next move is to bring Vice President Jim Matthews into play.
