Plot Summary:Frank and Claire travel to Russia on Air Force One. Writer Thomas accompanies them, interviewing Frank when convenient to learn about his past life and gather material for his book. The purpose of the trip, in addition to continuing negotiations on the Jordan Valley troop deployment agreement, is also to bring American citizen Corrigan back home, to relieve domestic public pressure and present an image of an effective president to the public. After the welcome ceremony at the Kremlin, Frank discusses the troop deployment agreement with Petrov, while Claire, accompanied by Russian Chief of Staff Litvinsky, visits Corrigan in prison. In prison, Corrigan seems indifferent to his release, knowing it's conditional. Indeed, Claire proposes that after his release, he read a confession statement at a press conference. As a gay rights activist, Corrigan absolutely refuses to issue this statement, as it would be tantamount to acknowledging the legitimacy of Russia's anti-gay laws. Claire asks the Russian accompanying personnel to remove the listening device from the cell and leave. After being alone with Corrigan, Claire frankly tells him that Russia cannot repeal the law, and he cannot be released without issuing this statement. Corrigan doesn't care; he wants to stand with dozens of other Russian friends arrested at the same time, to ensure they also receive international attention. Frank and Petrov negotiate the troop deployment agreement, haggling over items such as personnel numbers, communications, funding, and facilities. Petrov's main concern is missile defense in Europe. At this point, news comes from the prison that Corrigan is unwilling to make a statement, which is unacceptable to Petrov. He will not allow someone who offends his authority to just leave. Petrov's stance is relayed back to the prison, putting Claire in a dilemma. Finally, Claire decides to stay with Corrigan in the cell, forcing Petrov to drop the statement. He knows Lisa is gentle and helpful, so he portrays himself as a man who fell from grace due to love, whose girlfriend's departure led him to drug and sex addiction. With Lisa's concern, Gavin goes to the clinic to check for AIDS and other indicators; although the report is normal, he still tells Lisa he's infected with a virus to gain her sympathy. Lisa comforts Gavin, talking with him for a long time. Gavin finally learns where Rachel might have gone. Doug's abilities impress Dunbar, who now hangs on Doug's every word. As Frank tries his best to persuade Petrov to drop the statement, Claire talks about family life with Corrigan. Many of Corrigan's ideas impact Claire. Late at night, Claire, exhausted from the journey, intends to take a short nap but wakes up to daylight. It's then she discovers Corrigan has hanged himself on the transom bar. He protests the tyranny of the Russian government with his life, and also expresses his dissatisfaction with the American government's compromising attitude. Corrigan's suicide surprises both Frank and Petrov, and Frank's original plan to issue a related statement has to be modified. On the return journey on Air Force One, an enraged Frank has no choice but to decide to continue pushing for the peacekeeping resolution in the UN. Claire hopes Frank can understand her actions at the time, but Frank is unwilling to even think about the gay man who ruined his plans. The two begin to develop differences in their career paths.
